The National Council of Societies for the Prevention of Cruelty to Animals (NSPCA), also known as Nasionale Raad van Dierebeskermingsverenigings (NDBV) in Afrikaans, is a registered non-profit organisation (NPO) that is governed by the Society for the Prevention of Cruelty to Animals 169 of 1993. The NSPCA’s mission is to prevent cruelty to all animals and promote animal welfare in South Africa. Established in 1955, the NSPCA is South Africa’s oldest animal welfare organisation and has over 90 member SPCAs across the country. In 2016, the NSPCA was given statutory power to institute private prosecutions, which means that the SPCA is legally allowed to prosecute any offence that goes against the Animals Protection Act No. 71 of 1962. SPCA inspectors are highly trained and lawfully authorised to enforce the APA 71 of 1962 when encountering deliberate cruelty and neglect.
The NSPCA and its SPCA members are the only animal welfare organisations legally approved to bring criminal charges against offenders and the only welfare organisations to have an act of parliament. They have the right to issue warnings against offenders and are legally allowed to remove animals suffering cruelty or neglect. SPCAs do not receive any government funding and rely solely on public donations, bequests, and corporate sponsorships to continue their essential work. The NSPCA and SPCAs assist all animals, domestic and wild.
